Add rice and cook, stirring frequently, until nutty, about 2 minutes. Add peas and cumin powder and cook, stirring constantly, for 1 minute longer. Add water and salt, bring to a boil, and reduce to lowest heat setting. Cover with lid and allow to cook until all the water is absorbed, about 15 minutes. Serve hot with dal or raita .
Melt butter in the (now empty) pot then sauté sausage and red pepper flakes for 8-10 minutes or until sausage is browned. Add reserved broth (should be about 8 cups) to pot with the sausage then stir well to deglaze the pot. Taste broth for seasoning then add more if desired. Bring broth to a boil.
